The U.S. Army Contracting Command - Aberdeen Proving Ground on behalf of the Assistant Secretary of the Army Financial Management and Comptroller (ASA(FM&C)), intends to award a modification to contract number W91CRB-19-C-0004 on a sole source basis under the statutory authority permitting Other than Full and Open Competition at 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1– Only One Responsible Source, to Ernst & Young LLP, to provide contractor support for AWCF compliance and audit support to all major subordinate commands to develop and implement solutions to ensure end to end business processes reflect required controls to ensure accurate financial statement reporting, develop, monitor and validate corrective action plans to remediate deficiencies identified by the external auditor and training to AWCF workforce.
This notice of intent is NOT a request for proposals or competitive quotations.
Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability with regard to this requirement no later than 4:00 P.M. EST, 19 June 2023. All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via e-mail only (maximum total file size less than 5MB) to suzanne.m.levush.civ@army.mil
