Contract Opportunity

The Internal Revenue Service (IRS) Office of Business Solutions Acquisition (OBSA), Treasury Operations Branch, on behalf of the Department of Treasury's Library intends to negotiate a sole source acquisition with CB Information Services, Inc. for subscription service options to both a platform that provides business analytics and a database that provides market intelligence on private companies and investor activities. The proposed acquisition will have a period of performance from April 18, 2023 through April 17, 2024 plus four (4) 12-month option periods. These services are currently provided under Purchase Order 2032H321C00011 and Task Order 2032H318D00002 / 2032H322F00032.

CB Information Services, Inc. provides detailed information on company and investor profiles, financial and transactions data, funding and valuations trend reports, and tech trends and rankings. CB Information Services, Inc. also provides unique access to current information regarding bankruptcy and investment issues in both domestic and international markets. This data assists with examining questionable transactions and contextualizing them within complex national security issues.

The authority permitting a sole source acquisition is FAR 6.302-1– “Only one responsible source; or brand name specification.” CB Information Services, Inc. has developed its own algorithms that are used in the sought subscription service packages requested. These products and support services are specifically required for this acquisition; thereby CB Information Services, Inc. has the sole unique technical and other resources required for this acquisition. CB Information Services, Inc. provides unparalleled access to mission critical information and resources required by the Treasury Library.

No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than January 19, 2023, NOON EST. Responses shall be submitted to Aaron.C.Hill@irs.gov. Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company DUNS No.;

3. POC name and contact information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and,

5. A description of that product(s) and its overall capabilities.

6. A discussion of your business status, size, and recognized category (e.g. small, 8(a), Woman-owned, etc.)

It is your responsibility to demonstrate how your product(s) is capable of providing the same text, scope and information that exists in the business analytics and database online subscription services provided via CB Information Services, Inc. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
