Description

The Commodity Futures Trading Commission (CFTC) intends to procure licensed access to Clarus Financial Technology’s "Clarus SEFView and Clarus SDRView Professional" on a sole source basis. In carrying out the agency’s mission, CFTC requires access to real-time, diversified financial news, information and data. Specifically, Clarus provides a single platform to obtain the following unique capabilities such as normalized and aggregated SEF and SDR data, data drilldown functions, benchmarks of DCM swaps, MM futures and bonds, linked sources of rates, credits and FX trades for SDR and full history of SEF data from inception. There is no known alternative source that provides the daily SEF activity, daily SDR reportable trades and the other information required by CFTC which is available through the identified Clarus products. A subscription to the Clarus services will provide the necessary information, data and analytics to support CFTC’s mission for market regulation. The Government intends to procure this requirement under 41 U.S.C. §3304 (a)(1) and FAR 13.106-1(b)(1)(i) which states "the circumstances of the contract action deem only one source reasonably available." The identified vendor is the sole provider of the information and data required by CFTC. The anticipated contract will have a period of performance of one (1) year. Therefore, this vendor is the only responsible source identified as reasonably available that will satisfy the agency requirements.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the CFTC.
