Description

The Office of the Comptroller of the Currency (OCC) hereby announces intent to solicit and enter into a sole source contract with PayScale, Inc., 1730 Minor Ave, FL 9, Seattle, Washington 98101, in accordance with FAR 13.106-1(b)(1), only one source is reasonably available, and under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency needs. OCC seeks a follow-on contract for continuity of services for continual use of compensation market pay data compiled by the Agency over the past three years. PayScale compensation market pay includes:




  • Configuration of solution specific to the Agency’s need;

  • Payscale On-Demand Support and access to online education tools;

  • Support of strategic compensation goals;

  • Managed Services – MarketPay module, market pricing, structure development, and custom analytics



The period of performance for this requirement is February 14, 2023, through February 13, 2028.



This notice of intent is not a request for competitive proposals. However, any interested party that believes it can meet the compensation market pay requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested. All responses received in writing within seven calendar days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.



Responses must be submitted in writing to the Contracting Officer, Karen A. Green, via email at Karen.Green@occ.treas.gov, no later than the timeframe noted above. Telephone responses and requests will not be received.
