This is a “Notice of Intent to Sole Source” announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Funds have been authorized or appropriated for this effort.

The Cybersecurity & Infrastructure Security Agency’s Chief of Contracting Office (CISA/COCO) intends to procure on a sole source basis with Media Partners Corporation for the acquisition of Learning Management Systems Training - Unconscious Bias/Anti-Bullying, End Harassment, and Hostile Work Environment Information. The anticipated period of performance is for a one-year base period and two one-year option periods.

In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award of a firm-fixed price contract. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. The acquisition will be conducted through the FAR Part 13 “Simplified Acquisition Procedures.” The North American Industry Classification System (NAICS) Code for this requirement is 513210, Software Publishers. Size standard is $41.5M. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date for submitting a capability statement is May 19, 2023 at 4:00 pm Eastern Time.
