The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisitions Division (FPSAD), under Full and Open Competition, intends to procure armed Protective Security Officer (PSO) services at various federal facilities in Washington, DC. This requirement is being solicited as a commercial acquisition in accordance with FAR Part 12 in conjunction with FAR 15. It is anticipated that a single award, fixed price, indefinite delivery/indefinite quantity (IDIQ) type contract will result from this Request for Proposals (RFP). The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard for NAICS 561612 is $25.5 million. The contract will be awarded for a five-year term, consisting of annual ordering/performance periods. In addition, there will be an additional 6-month optional ordering period pursuant to FAR 52.217-8.
The Request for Proposals shall require the submission of a technical and price proposal. It is anticipated that the solicitation will be released to the System for Award Management (SAM) on or about December 1, 2022. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All prospective contractors must be registered in the SAM (http://www.sam.gov) prior to the submission of their proposals.
A Pre-proposal Conference will be conducted virtually shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to, a summary of the evaluation criteria, explanation of relevant past performance, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
