Description

This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.




  1. Contracting Agency and Activity: The United States Coast Guard, HQ Contracting Division (CG-912), intends to award a sole source Firm-Fixed Price contract with four option years to LRP Publications Inc. (UE ID: UCMPFP9EH2R5),360 Hiatt Drive, Palm Beach Gardens, FL 33418 for fifty-eight (58) Cyber FEDS Licenses. This procurement is being conducted using Federal Acquisition Regulation (FAR) Part 12 supplemented as needed with FAR 13.501, for Simplified Acquisition Procedures (SAP) procedures.



The following will be the performance period for contract award:



Base Year 12 mo. 12/01/2022 to 11/30/2023, 58 Licenses, Each



Option Year 1 12 mo. 12/01/2023 to 11/30/2024, 58 Licenses,Each



Option Year 2 12 mo. 12/01/2024 to 11/30/2025, 58 Licenses, Each



Option Year 3 12 mo. 12/01/2025 to 11/30/2026, 58 Licenses ,Each



Option Year 4 12 mo. 12/01/2026 to 11/30/2027, 58 Licenses, Each



2. Description



The Office of Civil Rights Directorate (CG-00H), USCG since 2016, have depended on the LRP’s exclusive CyberFEDS product, which provides critically needed access to a suite of resources that enables CRD to stay up-to-date on Presidential administrative changes in policy plain language explanation of laws affecting Federal employment, real life examples of agency’s best use practices, and case-based advice on how to avoid legal pitfalls. Cyberfeds not only provides the CRSPs t he ability to perform their job with technical proficiency, it is also a tool for professional development. The vendor’s product has become an integral part of the Civil Rights offices daily routine.



See attached Statement of Work for additional service requirements.



3.Statutory Authority.



This anticipated award will be made under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.



4. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available for this requirement. However, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements.



Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to to LRP Publications Inc. for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms.



Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by November 16, 2022 4:00 a.m. (EST).
