The Library of Congress ("Library") Space Utilization, Planning and Design (SUPD) provides space planning, interior design procurement and construction management services (in conjunction with the Architect of the Capitol (AOC)) for all Library facilities. SUPD also monitors, plans, designs space requirements, and maintains an efficient and cohesive facility aesthetic for all Library buildings. The Library's Capitol Hill Campus includes the James Madison Memorial building (2,007,895 SF), the John Adams building (968,161 SF), and the Thomas Jefferson building (817,555 SF). The Library's other buildings are: the Landover Annex (LCA), (100,550 SF), the Taylor Street Annex (90,382), St Cecelia's Special Facility (44,109 SF), Ft. Meade Book Storage Modules (107,983 SF), the Cabin Branch Facility (106,651SF), and the National Audio-Visual Conservation Center (NAVCC) in Culpeper VA (415,000 SF). SUPD develops and implements Library policy governing the use of space, and furniture and finish standards. Projects managed by SUPD range in scope from designing secured collections storage and processing facilities, to renovating and updating training centers and commercial office environments.
The Library buildings are all operational, and the Contractor shall assume that all work under this contract will take place in occupied buildings with controlled access.
The existing Library furniture and finish inventory occupies 12,000 square feet and contains roughly 7,000 pieces. The inventory is divided into two categories, product identified and received as general inventory and product identified and received as Reserved Furniture and Finish (F&F) and/or Project orders.
The Government anticipates a single-award, Firm-Fixed Price Indefinite-Delivery/Indefinite-Quantity type Contract consisting of a one year base year period and four one year option periods.
Sources Sought Instructions:
This sources sought is a market research tool being used to (a) solicit industry input on the attached draft
Statement of Work (SOW) and (b) determine potential sources that are capable of providing the services
described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP).
Specifically, the Library of Congress wishes industry feedback on the following:
1. Does your company have experience and capacity to provide all of the products and services stated within the Statement of Work?
2. Is the draft SOW clear and comprehensive enough? Please provide feedback on areas of the SOW that need clarification and/or more information.
Interested parties are invited to submit a capability statement package, including responses to questions, inputs to the draft SOW, and relevant experience and expertise. All responses must include the following information:
Company Name; Company Address; and Point-of-Contact (POC) name, phone number, and e-mail address.
