Request for Information (RFI): Green and Resilient Retrofit Program (GRRP)



1.0 Description



1.1 The Office of Recapitalization (Recap), an office within the Multifamily Office of the United States Department of Housing and Urban Development (HUD), has a need for contractor support services to assist with the implementation of the Green and Resilient Retrofit Program (GRRP). that meets all requirements described in the attached DRAFT Performance Work Statement (PWS).



1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quotation (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. Further, HUD is not at this time seeking proposals and will not accept unsolicited proposals. Vendors are advised that the government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ or RFP, if issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.



1.3 Vendors are not required to respond to this announcement but may find it beneficial to do so if they have questions, comments, or related items to submit. The government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the government.



1.4 This requirement is proposed to either be competed full and open or open market under an established Indefinite Delivery Vehicle (IDV) such as GSA Schedules with a mandatory subcontracting requirement.



2.0 Magnitude Anticipated



2.1 This is a new requirement with no prior requirement history or award. The government’s



anticipated magnitude of this requirement is as follows:



2.1.1 $50 million aggregate estimated value (5-years) for this requirement



2.1.2 Estimated data volume of data for this requirement is to be determined



2.1.3 Data storage must be maintained by the vendor during the term of any contract and up



to 5 years after the term of any contract, unless otherwise noted. All data belongs to



the US Government.



3.0 Background



3.1 On August 16, 2022, the Inflation Reduction Act of 2022 (Public Law No. 117-169) was enacted. Title III, Section 30002 (Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing) was made available to fund projects that improve energy or



water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resiliency of an eligible property.



3.2 Anticipated Delivery Period: May-June of 2023.



3.3 Security Requirements: Reference the Performance Work Statement (PWS).



4.0 Requested Information Purpose



4.1 HUD is measuring industry capability to determine the availability and technical capability of qualified businesses. The purpose of this notice is to solicit input from interested parties with the specialized capabilities necessary to meet all of the elements of the PWS. Additionally, this Request For Information (RFI) is to determine the interest and feasibility of a small business set-aside. This synopsis is for information and planning purposes and is not to be construed as a commitment by the US Government, nor will the US Government pay for information solicited. The information from this notice will help HUD plan their acquisition strategy.



4.2 HUD intends to issue a procurement for GRRP and is seeking statements of capability from industry that meet the requirements.



4.3 NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. 5.0 CAPABILITY STATEMENT Submission Requirements for Response



5.1 See attached draft Performance Work Statement (PWS) requirements with the posting of this Request for Information (RFI).



5.2 All interested firms are invited to submit a capability statement of no more than fifteen (15) pages with no smaller than a 12-point font. The capability statement should demonstrate the interested firm’s understanding, capability, approach, qualification, and past experience in meeting the work requirements identified in the Performance Work Statement (PWS).



5.3 Capability statements must include (not counting towards the page limitation), the name of the firm, or firms if a teaming arrangement is proposed, point of contact, phone number, address of firm(s), and the Dun & Bradstreet (DUNS), Unique Entity Identifier (UEI) number and CAGE Code for the prime entity. All responding businesses must also identify the following:



5.3.1 North American Industrial Classification System (NAICS) Codes you identify under. 5.3.2 Business socioeconomic status or indicate no socioeconomic status.



5.3.3 Identify if you are a contract holder under an established Indefinite Delivery Vehicle (IDV) such as GSA Schedules and or other IDV that would cover the scope requirements of this RFI that HUD would be able to utilize. If applicable, provide the contract number(s).



5.3.4 Capabilities Statement (15-page limitation), shall describe your ability and approach, including rationale, to meeting the PWS, explaining and demonstrating, and or



identifying another Contractor you would team up with to meet PWS requirements: 5.3.4.1 Competency and intent in meeting the requirements per the PWS



5.3.4.2 Specific examples, on how the firm has undertaken and/or demonstrated the PWS requirements such as audits and assessments within the Housing and Energy industries



5.3.4.3 Experience in implementation and integration of any software suggested to meet requirements.



5.3.5 The capability statement shall be in sufficient enough detail, so that the government can determine the experience and capability of your firm. The government technical team will assess the experience and capabilities based on:



5.3.5.1 Technical expertise relevant to the requirements objectives.



5.3.5.2 Corporate/organizational experience relevant to the requirements objectives.



5.3.5.3 List of three customers (Government/non-Government) within the past 3-years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Relevant past performance shall include the following information:



5.3.5.3.1 Contract name



5.3.5.3.2 Contracting Agency or Department



5.3.5.3.3 Total contract value (in $$)



5.3.5.3.4 Period of Performance



5.3.5.3.5 Description of work and how it relates to the requirements



5.3.5.4 Interested vendors shall identify challenges and risks associated with meeting the requirements and how the vendor would minimize those risks as well as identify any improvements needed to be made to the draft PWS as well as identify or provide insight on the following:



5.3.5.4.1 Any industry capacity that exists to model projected greenhouse gas emissions and energy usage before and after proposed multifamily building renovations.



5.3.5.4.2 Identify if any to what extent the models can be adjusted to measure the impacts of changes to a construction scope of work, such as



different windows, cladding, insulation, etc.



5.3.6 Teaming arrangements and joint ventures will be considered and is highly encouraged. If a small business firm submits a capability statement that includes the expertise of large business partner as companies under a teaming arrangement, then the response must clearly discuss the areas of the Scope of Work (SOW) that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. Please note that at least 50% of the total cost of all services provided must be incurred by or for personnel of the small business firm pursuant to the FAR clause at 52.219-14 entitled Limitations on Subcontracting.



5.3.7 Provide a rough order of magnitude that is consistent with the scope requirements. 5.3.8 Specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses.



5.3.9 HUD personnel may contact vendors responding to this announcement to clarify a



responder’s capabilities and other matters as part of this market research process prior to



or after demo and presentation whether an invitation is extended to the vendor or not. 5.3.10 Do not include promotional materials or brochures or pamphlets.



5.3.11 Only electronic copies of capability statements will be accepted and should be emailed to sasha.n.bradford@hud.gov The e-mail shall contain the following subject line: RFI Response – Green and Resilient Retrofit Program (GRRP), Vendor’s Name.



5.3.12 Questions regarding this announcement shall be submitted in writing by e-mail to the contracting officer, sasha.n.bradford@hud.gov. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The government does not guarantee that questions received after January 13, 2023 will be answered. All questions pertaining to this announcement will be answered by posting an amendment or modification to this Request For Information (RFI) electronically through GSA eBuy https://www.ebuy.gsa.gov/ebuy/



5.3.13 It is imperative that all capability statements be sent via Email to Sasha Bradford,



Contracting Officer, at sasha.n.bradford@hud.gov no later than January 23, 2023, at 5:00 pm.



5.3.14 NO TELEPHONE REQUESTS WILL BE ACCEPTED



6.0 Government Set-Aside Determination



A determination by the government to proceed with the acquisition as either full and open or as a set-aside is within the discretion of the government. If capability statements are not received from at least two responsible small businesses or if the government determines that no two small businesses can perform this requirement based upon an assessment of the capability statements submitted, the government may proceed with a full and open competition under an established Indefinite Delivery Vehicle (IDV) such as GSA Schedules.



7.0 Summary



7.1 HUD reserves the right to use all information submitted by, or obtained from, an interested firm in any manner HUD determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested firm must submit such information, the information must be clearly marked, and the interested firm must provide sufficient justification as to why such information is business confidential and/or proprietary. HUD will review the information and safeguard it appropriately. The Government will not pay for any information that is provided in response to this Request For Information (RFI) nor will it compensate any respondents for the development of such information.



7.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the requirements as identified in the PWS. The information provided in the RFI is subject to change and is not binding on the government. HUD has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become government property and will not be returned.



Definitions sometimes used interchangeably:



Sources Sought Notice (SSN) is a form of market research conducted by agency PDMs to determine small business capabilities and interests. FAR 5.201, “the primary purposes of the notices are to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities."



Request for Information (RFI) is a government market research tool used for a potentially new requirement that has no acquisition history. FAR Part 15.201 "RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes." RFIs are also mentioned at FAR 10.002 as a technique of conducting market research.
