Description

The Federal Bureau of Prisons (FBOP) intends to make a single award to a responsible entity who can address the development of three curricula consisting of both a treatment workbook and facilitator guide: less intensive outpatient program curriculum for inmates in general population who would benefit from skill development, a semi-intensive outpatient program curriculum for inmates in a trauma treatment program to reduce symptoms associated with their trauma, and an intensive program curriculum for inmates in a residential treatment program focusing on the treatment of Borderline Personality Disorder.



The contractor will designate a point of contact for this contract who will respond to any phone calls or correspondence from the Bureau within 24 hours. The contractor will make senior staff available to the Bureau as needed to develop and revise the treatment manual and facilitator guide, at the request of the Bureau. This staff will work closely with Bureau Psychology Services Staff and the Contracting Officer’s Representative (COR) to provide the Bureau’s three treatment journals and facilitator guides. The treatment journal will use Dialectical Behavior Therapy and be consistent with other BOP programs (CBT).



The BOP intends to make an award within 30 days of solicitation closing date. All contract work must be completed within (24) twenty-four months of award date. This includes a one (1) year Base Period of 12 months and up to one (1) additional 12-month Option Period.



The North American Industrial Classification System (NAICS) code for this project is 611430 with a corresponding small business size standard of $15.0 million. Firms larger than this average will be required to submit a small business subcontracting plan if selected to submit a proposal unless the services will be completed fully in-house by the firm for the entire contract duration.



Interested entities must be registered in the System for Award Management (SAM) at www.sam.gov. NAICS code 611430 must be included, where applicable, in the registrations.



The products and services shall be in accordance with the Statement of Work. This solicitation will be distributed solely through the www.sam.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about April 14, 2023, at 4:00 pm ET. The BOP anticipates awarding a firm-fixed-price contract. All responsible business concerns may submit a quote which will be considered by this agency. Contract Pricing



This acquisition will be procured in accordance with FAR Part 12 – Acquisition of Commercial Items and Part 13 – Simplified Acquisition Procedures. The Government intends to make a single award to a quoter, pursuant to an affirmative determination of responsibility, whose quotation, conforming to the solicitation, is determined to be the best value to the Government considering price, past performance history and Technical Capabilities.



Price: Price shall be evaluated utilizing the total aggregate pricing offered by the quoter.



Past Performance: The Contractor Performance Assessment Reporting System (CPARS) at www.cpars.gov will be utilized to evaluate past performance history.



Technical Capabilities: Vendor shall show a history of similarly executed contracts in the field of Electrical Contracting.
