Design-Build Construction Contract



For Architect of the Capitol

1. AGENCY: Architect of the Capitol (AOC)



2. NAICS: 236220, Commercial and Institutional Building Construction and 238140 Masonry Contractors



3. PLACE OF PERFORMANCE: Thurgood Marshall Federal Judicial Bldg (TMFJB), Washington, DC



4. ANTICIPATED PROJECT TITLE: Façade Stabilization, TMFJB



5. SOLICITATION INFORMATION: The Architect of the Capitol (AOC), 2nd and D Streets SW, Washington, DC, is hereby notifying interested offerors of its intent to issue Solicitation No. AOCACB23RX0005. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR BIDS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for administrative purposes only. The information provided herein is subject to change and in no way binds the Government to solicit for or an award or competitive contract. The solicitation will not have any set-asides.



The Government intends to issue a Request for Proposals by the end of December 2022 Please be advised the date for solicitation posting is estimated and the actual posting date may be after the estimated date. Note all questions and answers specific to the solicitation will be posted as amendments.



Offerors are advised that the AOC is a Legislative Branch entity and NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited consistent with FAR Part 15 utilizing Best Value Trade Off source selection procedures to determine best value. Instructions to offerors and Evaluation criteria will be provided in the solicitation. The Government intends to award a single, Firm-Fixed Price contract resulting from this solicitation.



6. BACKGROUND: The Thurgood Marshall Federal Judiciary Building, (TMFJB), is a seven-story building adjacent to Union Station in Washington, DC. The facility serves as an administrative center for the federal court systems and also provides chambers for the retired Supreme Court Justices. The building was a collaborative partnership with the selected team of Edward Larraby Barnes / John M.Y. Lee & Partners as the selected architectural firm and Boston Properties as the developer. Construction and groundbreaking commenced on April 4, 1990. Occupancy of the building began on October 1, 1992. The building provides more than 600,000 square feet of general use space within an overall 1 million square foot interior.



7. ESTIMATED MAGNITUE OF CONSTRUCTION: $15,000,000-25,000,000, this includes Base and any Options



8. GENERL DESCRIPTION OF SERVIICES:



The project objectives are focused on weatherproofing measures that are intended to provide some cladding durability benefit while retarding the pace of façade deterioration, opportunistically addressing visible spalls at select façade areas, and providing additional information to the AOC about façade conditions while enabling the AOC to plan for future permanent repairs that will be consistent with Guiding Principles discussed in previous Design Team studies.



The following work is the primary focus of the project and will be performed across the entire buildings stone panel façade assembly.



Remove and replace all sealant in joints that have granite façade panels as a substrate (i.e., stone-to-stone joints and stone to window joints) and remove and replace weeps at existing through-wall flashing locations, in conjunction with the sealant work. Joints between granite facade panels and the atrium skylight framing are excluded from the scope of this project.



Address existing frontside granite panel damage to maintain and provide a consistent watertight enclosure across the stone panel façade.



Remove and replace existing façade stabilization netting to enable sealant joint replacement and the other façade work of this project and maintain or replace existing netting anchors.



The Contractor shall provide all supervision, plant, labor, materials, tools, and equipment, to carry out all work and operations as necessary. All work shall be completed in accordance with all federal, state, District and local laws and regulations.



9. Awarded contractor will be required to provide 100% Performance and Payments bonds within 10 days of award.



10. All vendors shall be registered in the Systems for Award Management (SAM) database to be eligible for award. The website is www.sam.gov. All invoices will be submitted electronically via Invoice Processing Platform (IPP) to receive payments. The website is www.ipp.gov.
