Title: Model Minimum Uniform Crash Criteria (MMUCC) Education and Training

Description(s):

The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein.

NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA OASIS, HCATS, and/or MAS Schedule holding contractors listed under NAICS code 611430, Professional and Management Development Training.

NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.

BACKGROUND:

The National Highway Traffic Safety Administration’s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.

The U.S. Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) seeks to improve the accuracy and uniformity of NHTSA crash data in support of its Electronic Data Transfer (EDT) initiative, through the development and delivery of education for data collectors and data users. Law Enforcement Officers (LEOs) collect crash data at the scene of the crash on a Police Crash Report (PCR). NHTSA customers range from people with little knowledge of crash data to expert statisticians who use NHTSA’s data for specific analysis. NHTSA is seeking to create a set of learning programs and formats to meet the diverse needs of data collectors (i.e., LEOs), the public (e.g., the press), and data users (e.g., State and Federal highway safety officials, and industry and academic researchers) to improve their understanding of the Model Minimum Uniform Crash Criteria (MMUCC) data elements and concepts.

MMUCC and ANSI D.16

MMUCC is a voluntary guideline that represents a minimum, model set of variables (data elements) that describe a motor vehicle traffic crash. Typically, the data elements and their values (attributes) describe who was involved, where the crash took place, when and under what circumstances it took place, what the impacts of the crash were, and why the crash happened. When used by a reporting agency, MMUCC data elements record what happened during and after a crash. Since this data is so critical to State and local decision-making, State and local agencies are encouraged to collect as many of the recommended MMUCC data elements and their attributes as possible.

Much of the terminology and concepts found in MMUCC, along with many definitions and classifications, are established in the American National Standard Institute (ANSI) D.16, Manual on Classification of Motor Vehicle Traffic Crashes, now in its eighth edition (2017). The ANSI D.16 “… has been used for many decades and serves to maintain uniformity for those who report, analyze, classify, and otherwise use traffic crash data. The Standard has been developed for use throughout the United States and its Territories, to facilitate reporting and classification of crashes across jurisdictions. The uniformity of reporting that results from this standard facilitates development of data on crashes in and out of traffic for nationwide use. Such data becomes the basis for decisions about traffic safety initiatives throughout the country” (ANSI D.16, 2017). Together, the ANSI D.16 and MMUCC form the foundation of crash data collection in the nation. The ANSI D.16 identifies and defines the concepts and terminology, and MMUCC sets the criteria of what should be collected on a PCR for minimum, uniform data analysis.

Both documents, the MMUCC guideline and the ANSI D.16, are currently in the update process. NHTSA’s MMUCC program, including the document itself, is undergoing a lengthy evaluation. The result will be a modernized MMUCC, capable of meeting the up-to-date needs of State and Federal systems and establishing forward-looking practices The ANSI D.16 Standards Review Committee is conducting an ongoing review of the Crash Classification standards to ensure their continued relevance. Both updated documents are anticipated to be published in 2024.

OBJECTIVE:

The objective of this contract is to provide timely, efficient, effective support to NHTSA in the management of NCSA’s MMUCC training program in support of the EDT initiative. NHTSA is seeking creative, intuitive, and user-friendly approaches to developing and educating data collectors and data users on uniform crash terminology and concepts, utilizing MMUCC and ANSI D.16. The students or audience for the various training formats will include the public (e.g., journalists, lawyers, car buyers), data users (e.g., State executives, academics, researchers, data analysts, engineers, other transportation or public safety personnel), and data collectors (i.e., Law Enforcement Officers).

Because of the various extent of detail necessary for the different audiences, NHTSA desires basic, intermediate, and advanced instruction levels. Educational formats shall include stand-alone ready-for-print reference material, web-based media, Learning Management Systems (LMS), and live instruction (webinar and in-person).

Capabilities:

The corporate capability statement must address the capabilities necessary to accomplish the scope outlined in the attached draft Statement of Work (SOW). (see attached)

Format of Corporate Capabilities Statement:

Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm’s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein.

Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than the date of close for responses to this notice.
