The NRL requires scientific, engineering, information technology (IT) and program management support for the IEWS Branch and the TEWD. The primary purpose of TEWD is to advance electronic warfare (EW) in order to protect the warfighter from newly fielded and emerging threats. The contractor shall provide a technical team that possesses the requisite experience in EW simulation, testing and evaluation.
The Contractor will provide NRL with technical personnel skilled in scientific and engineering disciplines related to EW simulation and EW effectiveness evaluation. The Contractor will perform research, design, development, fabrication, logistics, system engineering, test, evaluation, reporting and program management on assigned tasks. The Contractor will provide technical and analyst support to facility operations and support the coordination of task efforts, scheduling, budgeting and execution of assigned projects. The Contractor will provide scientific, engineering, security, computer information technology, programmatic, and financial management personnel in each of the technical support areas described below.
The primary place of performance will be on-site at NRL-DC which will permit Contractor access to the specialized research equipment and facilities required for performance. The Contractor may be required to travel to support the execution of field and flight tests.
The Contractor will provide services in classified environments. The Contractor will provide personnel with security clearances up to the Top Secret/SCI (4 ticket) level. The Technical Direction Memo (TDM) associated with each individual task order will indicate the clearance and travel requirements for the task order.
