PSC DA10 - IT and Telecom - Business Application Software As A Service

The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to Elsevier B.V., Radarweg 29, Amsterdam, Netherlands, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This requirement is for the purchase of access to Elsevier’s Environmental Subject Collection. The Elsevier ScienceDirect Environment e-journals package is exclusive to Elsevier as per the copyright and content licensing of hundreds of peer-reviewed scholarly journals on environment topics that support the Environment & Trade research program for the Office of Operations. There are no peer equivalents, and no other sources for the material.

This announcement is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this announcement is for informational purposes only. However, any information received within seven days after the posting date of this notice will be considered by the Government.
