This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Unsolicited proposals will not be accepted. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued resulting from this notice will be in a separate announcement.



The U.S. Army Corps of Engineers (USACE) Baltimore District is considering a requirement for the re-procurement of Laboratory Testing for the Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft Performance Work Statement (PWS)





Project Description:



The contractor shall independently provide supplies to satisfy the overall operational objectives of the Washington Aqueduct. The contractor is to perform testing for various chemical, biological, radiological, and other parameters for the purpose of supporting the WA Laboratory’s mission of monitoring the quality and safety of the drinking water while complying with all federal and regional EPA and the Commonwealth of Virginia drinking water regulations. The period of performance will be five years form award date plus a 6-month option period.





The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however, SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate. The North American Industry Classification System (NAICS) code for this re-procurement is 541380 – Testing Laboratories and Services, which has a small business size standard of 1,000 employees.



Vendors interested in the re-procurement shall submit a capabilities statement with the following.



1. Company name, address, point of contact phone number and e-mail address, CAGE code, and UEI number.



2. Ability to provide personnel that can pass background checks to access a military base.





3. Capability to perform the magnitude and complexity outlined in the Project Description (above). Include the firm’s capabilities in similar contracts within the past five (5) years. A brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of a related project.





5. Experience working in a high security environment.





6. Experience working with multiple EPA-approved methods.
