The United States Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Services (WHS/AD), on behalf of the WHS Office of General Counsel (OGC) intends to award a contract on a sole source basis to TDB Communications, Inc., 4217 20th St NE Washington, DC 20018 to provide Court Reporting Transcription Support Services. WHS OGC requires Court Reporting Transcription Support Services obtain verbatim court reporting services on a nationwide basis for the Office of the Deputy Chief Management Officer (ODCMO) and their component agencies. The period of performance is estimated to be for a three-month base period. The contract may include FAR clause 52.217-8, “Option to Extend Services.” The Government intends to keep the period of performance as short as possible, however use of the extension may be necessary to provide maximum support services during any unforeseen events.

The anticipated award will be made under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501 “Special documentation requirements.” The contract is intended to provide Court Reporting Transcription Support Services that will include providing qualified NCRA court reporter personnel, transcription copies, and exhibit support, while adhering to required reporting methods and accuracy.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
