Description

The Executive Office for United States Attorneys (EOUSA), intends to solicit and award a Purchase Order to Callyo 2009 Corp., located at 200 2nd Avenue S., St. Petersburg, FL 33701 under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement.



The EOUSA anticipates an award of a Purchase Order, on a sole source basis, to Callyo 2009 Corp. for Callyo Pretext Call Recording Service. EOUSA requires the service for criminal investigators appointed within the United States Attorneys’ District Offices for use in real time and covert recordings of interviews, statements, admissions, or other indicia of evidentiary value. The contractor shall provide a pretext call recording service, which allows for the collection of audio information at the microphone of a host (Agency) smart phone body wire. The smart phone must record the audio locally and transmit the collected audio in .wav format via an internet protocol (IP) channel to a computer congruently running server standard software maintained by the contractor. The following technical requirements must also be met:



Requirement #1 - Smart phone body wire capability



At a minimum, specifications required will include:




  • Service which provides ability to make calls from any cellular phone while masking the true calling phones cellular number.

  • Functional Responsibility—Quantity 70 lines

  • Ability to obtain high quality recordings of outbound and inbound calls

  • Ability to live monitor inbound and outbound calls via website from any computer.

  • Ability to link multiple live monitors to one Smartphone body wire via phone or computer.

  • Ability to conduct three-way consensual calls monitoring two other phones at any location.

  • Ability to drop lines and obtain lines from any United States area code.

  • Ability to review and download recordings from website via any computer without loading software.

  • Ability to send and receive text messages.

  • Ability to record text message communication.

  • Ability to record Skype communications.

  • No additional roaming or long-distance fees

  • No Software to Install

  • Optional iOS and Android apps for smartphones.

  • Push notification (audio, text, and/or vibration) alert of incoming recorded call to allow distinction from normal business calls

  • Reports exportable into Excel spreadsheet

  • Worldwide Coverage Available

  • Made exclusively for law enforcement or government use



Requirement #2 – Server storage and support



Basic Description:




  • Redundant servers deployed to minimize the impact of system outages caused by natural disasters, denial of service attacks, and wide scale internet connectivity issues.

  • Backup data must be kept encrypted.

  • Server deployed backup power systems including UPS and generators

  • Server room protection

    • Environmental / climate control systems

    • Fire Suppression / sprinkler system

    • Controlled access - security card access and recorded camera systems



  • 24/7/365 Technical support

  • Training materials to include printable handouts, video instruction, frequently asked questions (FAQ’s), step-by-step instructions.



Requirement #3 – 10-21 Video Lines



Basic Description:




  • Enterprise Edition

  • Dedicated Broadcast Channel

  • Passphrase Protected Channel to be shared with Investigative team.

  • User Management – grant access to other agents

  • Records Management – Manage evidence, downloads, retention, and deletion policy.

  • Conceal Camera Preview – Ability to disable your video preview while streaming to avoid detection.

  • 24x7 Us-based Phone Support



The period of performance is anticipated to be for one (1) year beginning February 17, 2023 – February 16, 2024.



This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government.
