This is a presolicitation notice therefore no response is required at this time.
The U.S. Naval Research Laboratory (NRL) intends to issue a solicitation for the requirement entitled, “Plasma Science Research in support of the Plasma Physics Division”.
The scope of the contract provides for on-site experimental and theoretical research in pulsed-power physics and engineering, plasma physics, intense laser and charged-particle-beam physics, radiation production and transport, electromagnetic-launcher technology, computational fluid dynamics, production of high-power microwave sources, and the development of new techniques to diagnose and advance these experiments. Approximately 15 full-time-equivalents (FTEs) are estimated to be required to work on the following tasks. The following tasks to be performed are broken into eight key areas related to plasma science applications:
1. Radiation Hydrodynamics Research
2. High-Energy Density Laboratory Plasmas (HEDLP)
3. Space Plasma Experiments
4. Low-Temperature Plasma Research
5. Pulsed Power Driven Beam Research
6. Development of pulsed power enabling technologies
7. Radiation and Acceleration Physics Research
8. Computational Physics
This acquisition will be solicited and awarded on a full and open competition basis in accordance with procedures established under FAR Part 15. It is anticipated that an Indefinite-Delivery, Indefinite-Quantity (IDIQ) single-award type contract will be awarded with an ordering period of five (5) years. Task orders are expected to be issued as cost-plus-fixed-fee. The IDIQ contract ordering ceiling is $15.86M for the five year ordering period. Award(s) will be made based on best value to the Government through the tradeoff source selection process.
The North American Industry Classification System (NAICS) code for this procurement is 541715- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a Small Business Size Standard if of 1,000 Employees.
This is a pre-solicitation notice, no solicitation has been issued; therefore, do not request a copy of the solicitation. To be eligible for award, all Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR and DFAR requirements. Offerors may obtain information on registration at https://www.sam.gov. It is anticipated that the solicitation will be available at SAM at www.sam.gov on or about 20 February 2023.
