AOC Multi-Award A/E IDIQ





This sources sought notice is issued solely for information and planning purposes to gain knowledge of potential sources capable of fully satisfying a potential requirement. This is not a solicitation announcement nor does it promise a solicitation in the future. Quotes/Proposals are not being requested or accepted at this time and a contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All submissions will become Government property and will not be returned. The government will not provide any feedback or evaluations regarding the information submitted.





The Architect of the Capitol (AOC) is seeking contractors with extensive specialized experience in leading multi-disciplinary teams that provide a broad range of architectural and engineering services with a focus on occupied, historic buildings. Primary disciplines required are: Architectural Design, Planning, Interior Design, Civil Engineering, Structural Engineering, Preservation Architect, Historical Landscape Architect, Architectural Materials Conservator, Mechanical Engineering, Plumbing Engineering, Electrical Engineering, Electronic Engineering – Telecommunications, Acoustical/Audio Visual Engineering, Vertical Transportation, Roofing and Waterproofing, Food Service Design, Sustainable Design, Commissioning, Fire Protection, Industrial Hygienist, Security Assessment and Design, and Cost Estimating.





The AOC is responsible for the maintenance, operation, development, and preservation of over 18,400,000 square feet of building space and over 570 acres of land within the United States Capitol Complex and outlying sites. AOC facilities are organized by jurisdictions which include the House Office Buildings, Senate Office Buildings, United States Capitol Building, Capitol Grounds & Arboretum, Capitol Visitor Center, Library of Congress Buildings & Grounds, United States Supreme Court Buildings & Grounds, United States Botanic Garden, the Capitol Power Plant, and the Office of the Chief Security Officer. AOC maintains facilities in the District of Columbia, Virginia, and Maryland.





A multi-award IDIQ contract with an eight-year ordering period is being contemplated, with the goal of approximately ten IDIQ awards and a total shared capacity across all awards of no more than $150 million.





The AOC Is requesting the Architect Engineering (A/E) Team provide their capability statements showing project experience leading multi-disciplinary teams to perform architectural and engineering services for primarily historic structures. Historical structures for the purposes of this sources sought are defined as structures listed on the National Register of Historic Places or on the AOC List of Heritage Assets.





Prime Consultant desirability:



Implemented at least 50% of the project



Projects included restoration and/or rehabilitation of historical structures



Executed in concurrently occupied settings



Projects have a minimum of $20.0 million construction cost



Capable of responding to and working on multiple task orders concurrently





The AOC requests the A/E Team show a minimum of three (3), but no more than five (5), such projects with a design completion date, no older than 10 years from the date of issuance of this sources sought.





Response Requirements



Prior Government contract work is not required for submitting a response under this sources sought notice.



Responses shall be limited to a maximum of 10-pages (11 point minimum, Times New Roman font) and shall include the following information: Contractor’s name, address, point of contact, phone number, e-mail address, and capability to perform a contract of this magnitude and complexity, and sufficient information to demonstrate the ability to fulfill the requirement. The submission shall capture requested project experience as spoken to in the above paragraphs. Standard brochures will not be considered a sufficient response to this notice.





Interested firms should submit an electronic copy of the requested information via e-mail to the Contracting Officer, Mallory Perreault no later than March 17, 2023. Any attempt to hand deliver or mail a response to any location in the U.S Capitol Complex will be rejected.
